translation of the short September) is attached, together with a
passage on Hong Kong. The interesting point seems to be Huan's remarks about an opinion poll/referendum (we have checked with the translator who agrees on reflection that referendum is a closer translation the word in question means literally

"taking a vote on an individual question in order to get people's opinion")
3. Given that other senior Chinese have recently said publicly that they welcomed the views of Hong Kong people and that they would consult Hong Kong people over the drafting of the Basic
Huan's negative Law, I imagine higher authorities in Peking see remark as unhelpful and likely to
the indignation of many people in Hong Kong. His attitude is hardly in line either with other public Chinese remarks about the need for more democracy in Hong Kong.

Finally, it is interesting to see in Hong Kong tel 177 of 23 January that at his dinner for the Governor Xu commented that what Huan Xiang said did not necessarily reflect an authoritative Peking view.
