Recently two Hong Kong organisations have published opinion polls which were designed to establish public attitudes to aspects of the 1997 question. Details of the relevant findings are submitted for the information of Members:

A Readers Digest poll published in November 1983, details of which are at Annex A. This poll was designed to establish how respondents thought Hong Kong would change after 1997.

A Hong Kong Management Association Poll conducted in July and published in December 1983, details of which are at Annex B. This surveyed younger managers (i.e. those aged under 40) drawn from a wide cross section of occupations. Among other subjects, respondents were asked to state

whether they had plans for emigration.

The published details of the Readers Digest poll do not permit an assessment of the reliability of the survey method. However since the publication is a reputable magazine there is no reason to doubt the validity of the conclusions.

The Hong Kong Management Association poll was scientifically conducted by a professional organisation.
