The Beijing Government will not give the Hong Kong people a 30 years' extension of the transition period because this will mean no end to it. Thus, a clear cut decision will be made.
As to the pre-1997 period, the leadership in Beijing feels that so long the transition is smooth, HK will be accorded self-rule. No one will be sent from Beijing because this will bring fear to the HK people. Many overseas Chinese love the motherland but they do not like communism. The proposal of HK under the rule of its own people and under its own law is to give assurance to the people, to maintain prosperity, to prevent the outflow of capital and to foster the next generation to take over. All these can be achieved. After 1997, HK will be under the rule of its own people, but only people who recognise the Beijing Government. Suppose I am opposed to communism and the Beijing Government, I shall not qualify to be the administrator of HK. China is a socialist country and certainly will not foster capitalism further in HK. It will maintain its stand and try to defeat capitalism. Therefore, HK under HK law may only be maintained for 3 to 5 years after 1997. That is the reason why the HK people have no confidence in the proposed "minor constitution", which can be easily deleted after 1997. The people of HK hope to see some sort of international guarantee to the future of the territory. Yet the fact is that there is no such practice as to guarantee to another nation what system will be implemented in a particular territory after it has been regained.
Personally, I think the HK issue is influenced by international circumstances. If there is no change in the present situation, then that is how the Beijing government will solve the HK issue.
