4. Conclusion and suggestions

From the above analysis it can be seen that a majority

(76.8%) of the resisdents in the district are willing to accept

the formula of 'HK people ruling HK' as a post '97 arrangement

for Hong Kong. However, it is also shown that there exists a

considerable extent of worry over the living standard, personal

freedom, liberties, and interference from PRC etc., especially

among those who do not accept the formula.

Concerning the future ruling structure, most residents

think democratic election should be the way to obtain the ruling

members. For drafting and amending the written constitution,

residents mostly demand for their participation. These all reflect

their wish for a democratizing trend in the political structure

in Hong Kong.

We believe democratization is an effective way to maintain

and improve our life-quality, freedom, liberties, economic and

judicial structures. Therefore, we suggest the Government and

concerning parties, from now on, to make preparations among the

residents for political democratization, by promoting civic

education and developing a democratic consciousness among them.

At the same time, the Hong Kong Government should speed up opening

the political system, providing better channels for democratic

participation, e.g. elections to the two Councils, more power

and wider representativeness for the District Foards, and allowing

public access to more information.

Other than these, we found a general demand among the

residents for improvement in some aspects of life-quality in the

transition period before 1997.
