The spirit of the existing consultative system should be retained;

The final court of appeal should be set up in HK;
9. Community service groups should be retained and expanded;
10. The Police Force, including the auxiliary police, should be retained;
11. The Volunteers, CAS, fire brigade, AMS, St. John's Ambulance Service should
be retained;
12. HK should be able to recruit its own civil servants. The benefits of serving
civil servants, including their conditions of service and pensions, should be safeguarded in the future;
13. HK should be given a limited degree of power to handle certain external
issues, such as external trade and immigration;
14. Freedom of thinking should be preserved;
15. Freedom of religion should be preserved;
16. Freedom of speech should be preserved,
