I know nothing of the signatories to the attached "open letter" who call themselves "Forum of University Graduates", but I thought you should be aware of their existence and, indeed, of their intentions.

The decision to send a copy of the letter to Peter Blaker was taken after consultation (immediately after receipt of the "Forum" letter) with David Wilson and Peter Blaker himself. Peter will be replying in a few days' time to the "Forum" telling them that he has studied their letter and would be making their views known to his British-Hong Kong Parliamentary Group.

Normally, it would not be advisable for this Office to undertake the job of post-box for Hong Kong people wishing to make views known to Members of Parliament: but on this occasion it seemed the right thing to do.

S.Y. and his UMELCO Group have had a busy two days: it would seem that they will be even busier next week with possibilities, I understand, of their staying on for the Lords Debate (1.e. the unstarred question from Lord Fanshawe) on 21 May.
