Hongkong people are used to the existing lifestyle and social system. Therefore, Britain has the duty to ensure that thig lifestyle will remain unchanged after 1997.

1. Long-term development plans should be made to stabilize

confidence.

2. The administrative system should be opened up. There should be elected members in the Legislative Council and future political leaders should be groomed.

3. Local Chinese should be promoted to the rank of Secretary

in the civil service.

4. Civic education on democracy should be speeded up to cope with

future changes.

5. Britain should co-operate sincerely with China to maintain

Hong Kong's prosperity and stability and to avoid any conflict, 6. Britain has the responsibility to help those who do not wish

to stay in Hong Kong to emigrate.

(3) Residents' hopes for the future

Those present at the seminars hoped that the Chinose and British governments would make concrete arrangements and give assurances for maintaining Hong Kong's prosperity and stability. They should look after Hongkong people's wishes as well as their own respective interests.

A. How should Hong Kong be administered after 1997

1. The idee of direct administration by China was completely rejected.

2. Some felt that there should be continued British administration

but stated clearly that Hong Kong was Chine.o territory.

3. Mary held the view that Hong Kong should be administered by local

people after China rosumed sovereignty, Their reusons are as follows:

a. Not satisfied with the status quo and hoped for future charges. b. This would save face for both Britain and China and would resolve

a historical issue.

c. The interests of both Britain and Ching could be looked after.

d. Self-rule is the only alternative.

e. Hongkong people are versatile and possess potential for leadership.

They can succeed if they work hard.

f. The present lifestyle can remain unchanged under self-rule. g. Tr the Chinese nud British governments reach an agreement on

self-rule for Hong Kong, both governments will have the duty to abide by the agreement and maintain the Axishing systems unchanged. 1. Hong Kong's position as an international finence centre can be
