In the respondents' view, the measures to be adopted, in order of priority, are as follows:

3.2 Respondents' views on which factors should deserve prime con-

sideration in the drafting of the basic law:

Four of the factors suggested in the questionnaire were chosen by over half of the respondents (56.36% (0.12). They are, in order of priority, as follows:

) Any amendment to the basic low after it has been endorsed

must be approved by Hongkong people (60.12)

(2) The basic law must be endorsed by a referendum in Hong

Kone (57.98;4)

(3) Representatives of Hongkong people should take part in the

drafting of the busic law (56.874)

(4) The draft of the basic law should be fully discussed by

Hong kong people before being endorsed (56.363) · Over 1/5 (21.09%) of the respondents gave no comment.
