FUTURE OF HONG KONG: ASSESSMENTS OF PUCLIC OPINION

1. As you will be aware, we get daily summaries by telegram of coverage of future-related topics in the Hong Kong press. We also receive in slower time the English-language papers, GIST, and a variety of media summaries prepared by ISD. These, taken together, give us a good general overview of media opinion and coverage. What we do not seem to have, at least on a regular basis, is any assessment of public opinion beyond that expressed in the media.

2. Bim Davies recently sent us a telegram (number 1887 of 6 December 1983) on confidence in Hong Kong. This useful survey covered a rather wider area. We should not wish to impose on you a regular requirement for such a comprehensive survey: it would I think be more sensible to tailor such commissions to specific occasions on which we are taking stock in London. However it would be very valuable to us to have a shorter regular assessment perhaps on a monthly basis of the state of public opinion which would also cover business confidence and Civil Service morale. Could I ask you to take that on? I know it would be much appreciated by Ministers during the eventful months which lie ahead.
