We have recently refined our arrangements for assess- ing morale in the Civil Service.

The attached assessment is based on a draft prepared by the Civil Service Branch which has been considered in the Chief Secretary's Committee. It goes into more detail than earlier statements which have been sent to you and we thought that you would find it useful.

3. We shall draw on it and on its successors when providing you with the monthly assessment which has recently been the subject of correspondence between you and Philip Haddon-Cave.
