The formulation of overall targets for

the production and sale of land is the responsibility

of the Special Committee on Land Supply, which

assesses the needs of both the public and private

sectors for land for development and, on the basis

of such assessments, recommends targets for the

production and the sale of land. There is usually

a four to five year gap between the decision to

produce land and its actual production, due to the

time taken to execute the necessary engineering works.

Priority is always given to these works in the Public

Works Programme.

In addition to producing land by means of

reclamation and other engineering works, it is

sometimes necessary for the government to acquire

private property (i.e. land in respect of which

leases have already been granted and are still

extant) needed for carrying out public works projects.

Where such property cannot be acquired by negotiation,

the use of compulsory power becomes necessary.

Property is then acquired under either the Crown

Lands Resumption Ordinance or the Mass Transit

Railway (Land Resumption and Related Provisions)

Ordinance, or through the Roads (Works, Use and

Compensation) Ordinance whereby land is resumed
