I should prefer not to have to reply to the Senior Crown Counsel in Hong Kong in the terms of the attached memorandum of 14 June. It would be better if I could explain why the Public Record Office cannot help. Is it because they cannot spare the staff to undertake this kind of research, or that they have looked for the documents and can find no trace of them, or is there some other reason?

2. If the documents are not in the Public Record Office can you suggest where they may be?
