Now that the initial burst of media interest in the White Paper has died down, the coverage has become more thoughtful. It has also become markedly more favourable as the Hong Kong people have absorbed the news and reacted positively and as the economic outlook has improved.

2. You might be interested to see the enclosed translations of articles which appeared in the Süddeutsche Zeitung and Frankfurter Allgemeine Zeitung recently. In particular it is striking how Peter Odrich's line has changed in our favour since my teleletter of 9 October.
