Mr Jago of the Cabinet Office rang to ask what would be on the agenda. I said that tentatively we expected that the paper on undertakings would be circulated before the meeting although the Secretary of State had not yet decided on this. It was also likely that we would want to put a note on the existing annex, including the question of transmissability, to OD(K). In addition I thought that the Secretary of State would wish to give a report on disucssions with the Governor and Ambassador last week and on the state of play on his proposed visit to China. I left it open as to whether this should be a written or oral report. You will wish to consider this.
