2. In the period 2 16 August the pressure may be slightly less since the Working Party will probably be in recess. But the Ambassador and Zhou Nan should still be in operation. Indeed, the Ambassador is recommending more frequent meetings. After 16 August Dr Wilson will probably be functioning again and more annexes will be under discussion. The Governor's views in Hong Kong Tel No 1972, on which we are sub- mitting separately, illustrate the problems we shall face. The standard situation will be Dr Wilson seeking authority for a rather shorter text and the Governor objecting strongly. In each instance it will be necessary to show that the FCO telegram has ministerial backing.
3. In addition to that, as the submission recognises, there will be moments when collective ministerial decisions will be urgently needed. It is impossible to forecast precisely when. But we shall be very short of time.
