I attach a draft reply to Hong Kong Tels no 2555 and 2565. On the EXCO visit, the position is that Private Office have suggested on the telephone to No 10 that a visit should be arranged on 20 or 21 September. The off-the-cuff reaction is that 21 September would be more likely to be convenient. This will however need to be confirmed.

2. I suggest that we might take this draft telegram to the meeting with the Secretary of State this afternoon and discuss the point.
