FUTURE OF HONG KONG:
1.
DRAFT JOINT DECLARATION
I have shown a copy of the draft Joint Declaration agreed during the Secretary of State's visit to Peking to N & TD. You may wish to bear in mind the following of their comments on the draft:
they propose that paragraphs 3 (1) to 3 (12) should be renumbered 3 (A) etc.
a)
b) "hereafter" in line 3 of paragraph one should be changed to "hereinafter". (I presume we all wish to maintain "hereafter").
c)
There is a typing error in line 10 of paragraph 3 (D) of the Joint Declaration as given in Peking telno 1673 of 30 July: "Advisers" should not have an apostrophe.
2.
More importantly they propose that in accordance with normal practice the exchange of instruments of ratification should take place in London since signature will take place in Peking. In their view this is not however essential. We are considering this in the Department.
