I enclose for ease of reference a text of the draft Working Paper on Shipping, as it was sent to Hong Kong and Peking in telegraphic form together with a short telegram of comment. I also enclose copies of Hong Kong telegrams 271 and 272, which comprise comments on our draft and a very comprehensive revision of the text.
3. Once you have had a chance to study these papers, perhaps we could discuss them on the telephone. I think the most convenient way forward might be to hold a meeting at which we could go over the Hong Kong text in detail.
