Tanker Lightening Operations
37. Powers are required to enable the transfer of crude oil
and chemicals from large to small tankers in sheltered waters
around the UK coast to be regulated. No serious accidents or
pollution has yet occurred because of these operations, which
are necessary to allow consignments to be brought into certain
UK ports, but such a risk clearly exists and was identified by
the Royal Commission on Environmental Pollution. Further
consultations will be held with interested parties before the
regulations are drafted.
Dynamically Supported Craft
38.
The operation of hydrofoils and some other dynamically
supported craft is not subject to regulation in the way that
hovercraft are under the Hovercraft Act 1968. A power is needed
to make such regulations, based on the International Maritime
Organisation's code of Safety on Dynamically Supported Craft.
Further consultations will be held with interested parties before
regulations are drafted.
Delegation of Survey Work to Outside Organisations
39. A general power is required to delegate survey work

to classification societies and other organisations.
powers already exist in respect of certain work but a general
power will enable a wider range of work to be delegated where
appropriate.
