substantial marine administration deployed in ports around

the coast. An effective system has been operating (under

current legislation) for fishing vessels, in that the "Part IV"

register covers all the British Islands but allows for regis-

tration in Channel Islands or Isle of Man ports. A similar

approach could be adopted in the case of merchant ships, as

follows

The central registry (see Part IV of this paper)

would be a "British Islands" registry instead of

being limited to the UK.

The work of registration would be carried out

centrally in the UK, resulting in savings in

administrative costs in ports in the Channel

Islands and Isle of Man.

The Islands would only need to maintain a small

marine administration All the surveying and

certification of ships would be carried out by the

UK, but ships would be identified with one of the

Islands by the "home port".

Shipowners would be able to choose "home ports"

in the Islands only if (in the case of corporate

ownership) the owning company was established

in the Island concerned.
