document of 1981 and the Government stated that in seeking the
basis for a new approach in consultation with the Dependent
Territories, the Channel Islands and the Isle of Man, it
would be guided by the following considerations:
a)
Ships, whether registered in the UK or the
Territories or Islands, should continue to be
regarded as British and entitled to fly the
British flag;
b)
The criteria and requirements for registering
a vessel in the Territories and Islands should be
similar in nature to those in force in the UK;
c) Appropriate nationality requirements;
d) Every ship entitled to fly the British flag
should meet all the applicable requirements of
the international Conventions currently in force
and other safety (including manning) requirements
applied to UK ships, and should undergo all the
survey and inspection procedures to which it would
be subject if it were on the UK register.
12.
Following consultations with Dependent Territories,
a new legislative framework for ship registration has
been developed which will apply to all British ports of
registry and take account of different circumstances.
This is set out in Part
of this paper.
