One of the topics to be discussed with the Governor is our proposal for a Working Paper on Treaties. I attach a full set of the exchange of telegrams.

Mr Burrows feels it is essential that Sir I Sinclair should participate in any discussion with the Governor. have therefore spoken to Sir I Sinclair's PA and made a very tentative arrangement for the Governor to call on him at 4.00 pm on Tuesday 17 January. Alternatively the morning of Wednesday 18 January is clear in Sir I Sinclair's diary.
