A 1. The vote on the Argentine draft resolution on the Falklands at

this year's UN General Assembly debate on 1 November was 89-9-54

(plus 7 absentees). The Commonwealth vote was 13-8-21 (plus 3

absentees). This was an almost identical voting pattern to that in

1983 (12-8-20), and meant that almost two-thirds of the Commonwealth

did not vote for the Argentine resolution. There were, however, a

number of significant changes of vote in both directions. On the

one hand both Barbados and Cyprus succumbed to Argentine pressure

and voted for the resolution; on the other, Grenada voted with us

after being absent in 1983, and Papua New Guinea shifted from a yes

vote to an abstention. St Christopher and Nevis and Gambia, who had
