16. On Namibia diplomatic process offers the only way forward. dialogue with South Africa is critical to the success of current

negotiations. Glad that contacts between US, Angola and South Africa are continuing; I cannot guarantee success but my impression is that movement is in a positive direction.

Lastly, Durban.

Here as elsewhere essential to keep channels of communication open. Major issues lie at core of Durban problem: opposition to detention without trial, right of all South Africans to campaign for political and civil rights. Our policy has had to take account of legal and political aspects as well as the essential

human rights issues. We have not evicted the three. Continue to

look for a solution which will enable them to leave voluntarily.

Must acknowledge that their presence has impeded our ability to communicate with the SAG on the broader issues.

CENTRAL AMERICA

18. Share widespread view that roots of conflict are indigenous but exploited by those little interested in democracy.

19. British aim, in common with EC partners, is to support regional efforts for a comprehensive negotiated solution, ie Contadora. Believe Contadora offers best hope for stability, prosperity and

democracy. Political stability a pre-condition of economic

recovery.

20. San José meeting underlined EC support for Contadora efforts. Practical expression given by proposal to conclude an economic cooperation agreement between EC and Central America; increased aid envisaged. Joint communiqué reflected agreement that full economic potential of region can only be realised by cooperation among its states and by economic integration.
