Commonwealth Foundation

The Commonwealth Foundation has intimated its wish to submit a paper about its finances and some other matters relating to the Foundation's work.

(iii) Commonwealth Stamp Issue

The Secretariat will be presenting a paper on the prospects for a Commonwealth stamp issue in 1988.

International Year of Shelter for the Homeless (1987)

The Sri Lankan Government has indicated that it wishes to submit a background paper on the International Year of Shelter for the Homeless (1987) with a view to having this item included in the Agenda for the Heads of Government Meetings in both 1985 and 1987.

The British Government has indicated its wish to raise for discussion by Senior Officials the following three matters on which it will submit background papers for circulation. The background papers will be issued as soon as they become available.

Administrative Arrangements

An aide memoire on Administrative Arrangements for the meeting will be issued shortly. As at Nicosia (1980) and Arusha (1982), emphasis will be placed in Barbados on allowing maximum opportunity for informal exchanges and bilateral contacts.

Participation

It is my hope that Governments will make every effort to ensure participation in the Barbados Meeting at the highest official level. Representation in the past has included Cabinet Secretaries, Heads of the Offices of Presidents and Prime Ministers, Heads of Foreign Ministries and High Commissioners in London.

I look forward to a specially rewarding SOM in Barbados.
