BRIEFING FOR COMMONWEALTH SENIOR OFFICIALS MEETING (CSOM), BRIDGETOWN BARBADOS 12 14 DECEMBER 1984

1. My circular minute of 7 November alerted you to the need for briefing for this meeting and this minute is to confirm that requirement. Following my minute the attached agreed list of briefs and Departments responsible for their preparation was submitted to and has now been approved by the Permanent Under Secretary, Foreign and Commonwealth Office. He will lead the British delegation to the CSOM, assisted by Mr Michael Tait the Head of Economic Relations Dept and Mr David Le Breton who is succeeding Mr Arthur Watson as the head of Commonwealth Co-ordination Department.

Please note that the order of the briefs (and in some cases the title), has changed since the issue of my earlier minute under reference. This has become necessary to keep the briefing for our delegation in the same format as that adopted by the Commonwealth Secretariat in the papers they have now circulated.
3. I should be grateful if two copies of each brief, cleared as necessary, could be forwarded by lead departments to reach Mr Canty (room W108) as soon as possible and, at latest, by noon on Tuesday 27 November.
4. Briefs should be set out as in the attached example, comprising "Points to Make" and "Background" and be typed in final form with a dark ribbon on separate sheets of white A4 paper (to allow for subsequent copying). In drafting, please bear in mind that this is a Commonwealth Meeting and that British contributions and statements will be particularly scrutinised. We need to be careful about Commonwealth sensibilities and avoid references, for example, to "Her Majesty's Government", of which there are 18 in the Commonwealth.
5. Briefs should be as short as possible and should not exceed a maximum length of three sides (ie one side of points to make and two sides of background). Departments when drafting should also bear in mind that on many items our Delegation will be expected to make a positive contribution. Because of the Cabinet Secretary's responsibility for the Commonwealth Heads of Government meeting which will take place towards the end of 1985, a full set of briefs for the preparatory Commonwealth Senior Officials Meeting, which prepares the ground for CHOGM, will be sent to the Cabinet Office.
