Believe agreement provides best possible guarantee of

Hong Kong's continuity stability and prosperity. No hesitation in

commending to people of Hong Kong and to Parliament.

Has been British Government's consistent position that any

agreement reached with Chinese Government on Hong Kong's future must be acceptable also to people of Hong Kong. Assessment Office established to collate their views on acceptability of overall

package. Best method of judging acceptability in particular circumstances of Hong Kong.

Assessors' report and the one produced by the two independent

monitors (Sir P Nairne and Mr Justice Simon Li) of assessment

procedure published end of November and laid before Parliament. [Showed most Hong Kong people find package acceptable.]
