BRIEFING FOR VISIT BY LADY YOUNG TO NEW ZEALAND AND AUSTRALIA

The Secretary of State has approved a visit by Lady Young to New Zealand (17-20 October) and Australia (20-23 October). The last visit to either country by an FCO Minister was in October 1983.

We envisage asking departments for contributions to the briefing for Lady Young by the end of August. In the meantime it would help our planning if you could let us know by Friday 24 August of any particular issue on which your Department considers Lady Young should be briefed, either as a special point to make or as defensive line to take. Some obvious areas are listed on the attached sheet, with responsible departments noted alongside.

3. Before reaching New Zealand Lady Young will be attending the opening ceremony and one working day of the South Pacific Commission's Annual Conference, to be held in Noumea, New Caledonia, 15-19 October. She will meet there with a number of Ministers and Heads of Government from all the Pacific Island states, but is unlikely to have substantive talks with any of them.
