FUTURE OF HONG KONG : BRIEFING THE AUSTRALIANS AND AMERICANS

1.

The Secretary of State has approved our briefing plan for allies in which we proposed a personal message from him to Mr Hayden of Australia and Mr Shultz of the USA, seeking positive and supportive statements on the initialling of an agreement on the future of Hong Kong.

2.

The High Commissioner in Canberra has recommended that it would be more profitable to seek a statement from Mr Hawke and that a

message from the Prime Minister to Mr Hawke would be the best way to

secure this.

3. The Ambassador in Washington has advised that any decision on a

statement on Hong Kong by the American administration will have to

be taken in the White House. He therefore favours a message from the Prime Minister to President Reagan.

4. I submit a draft letter to Number 10 seeking the Prime Ministers agreement to this course of action. We will submit draft messages

nearer the date of initialling.
