MESSAGE TO THE PRIME MINISTER FROM THE AUSTRALIAN PRIME MINISTER: HONG KONG

1.

We have been asked to provide a draft reply from the Prime Minister to Mr Hawke's letter, (sent via the Australian High Commission here) which gives an account of his recent discussions about Hong Kong with Premier Zhao. SPD would like to see our proposed reply before we submit it to the Private Office.

2. I submit a draft. If you agree its terms I shall:

(a) show it to Mr Chick, SPD, who will wish to include

additional points;

(b) draft a submission from Mr Clift to the Private

Secretary covering:

(i) the draft;

(ii)

a covering Private Secretary letter to Mr Coles and;

(iii)

a short letter from Mr Coles to the Australian High Commission to enclose (i).
