The Chinese were aware that the people in Hong Kong were very concerned about their future and the Chinese hoped that an agreement could be reached by September because they wanted to make it public at that time. Wu said Howe had explained the British problems related to the involvement of the British Parliament on the future of Hong Kong. had replied that the key question on Hong Kong between the two countries was the establishment of mutual trust and co-operation."
