I briefed him on Hong Kong on the lines of FCO telno 285(11) to Canberra, supplementing this with additional information on the latest round of talks.

2. I also gave Mr Benson in strict confidence a copy of the Secretary of State's personal message to Mr Hayden (Hong Kong telno to Canberra 13). Mr Benson undertook only to show this to the High Commissioner.
