It could help in the presentation of our case to the Australians if the department could give us up-to-date information on matters of this sort, and if the human rights dimension could be borne in mind when briefing telegrams are drafted. I am sure that the argument that we are trying to do everything we can to ensure that human rights as understood in the West are protected in Hong Kong after 1997 is one that would make an impression on Mr Hayden, particularly if we were able to flesh it out. I recognise of course that we would need to use any such information with great discretion and impress on the Australians the necessity of avoiding giving any hint to the Chinese that we had shared with the Australians our concern about the future protection of human rights in Hong Kong.
