CHINA'S RECORD IN OBSERVING INTERNATIONAL AGREEMENTS

1. Please refer to your minute 17 October, I attach a note covering the three cases you mention, and making some general observations.

2.

As you will see, with the exception of some of China's aid agreements where there does appear to be good prima facie evidence for China's being in breach, China's record is generally good. I have found no reason to dissent from the generally favourable judgement of China's record contained in Peking telno 457 to Hong Kong of 26 September 1984.
