In employing cadres, we must take advantage of their strong points and not lay stress on their weak points. We must not make unrealistic and excessive demands regarding the leadership experience of young and intellectual cadres.

Improved training and education in air force (Text) This year, the air force has been. achieving some initial success in the reform tasks it set for itself in the course of Party rectification. It has been disclosed at the third session of the sixth air force Party Committee, now in session, that by 25th November, the air force had fulfilled 106% of the annual total flight hour plan, overfulfilling the annual flight training plan more than one month ahead of schedule. The number of flight hours of each pilot increased by an average 7% and their tactical and technical level improved markedly Flight safety was further improved over 1983, a year in which we attained the world advanced level in flight safety.
This year, the air force has paid vigorous attention to improving education among cadres and established a complete and systematic educational system The educational quality of pilots has been universally raised Currently, one out of every four pilots is a college graduate Two-thirds of the members of leading bodies of combat troops at divisional level or higher have undergone training at institutes of higher learning or secondary schools. In line with the requirements of modern warfare, the airforce has also accelerated reforms in combat training and changed from training with one service or one type of aircraft to combined training with different services and different types of aircraft. PLA hospitals treat civilian patients The hundreds of hospitals under the PLA have been opened to the general public in all localities.
