At a dinner party last week I met an agreeable academic, Mr Robert Skidelsky, who holds the chair of International Relations at Warwick University. He had just come from speaking to the ESU about Hong Kong. He told me he thinks highly of the Hong Kong Agreement and that what is important now Government by the Chinese to develop Hong Kong, including possibly a Chinese Governor at some stage,
