HONG KONG: POSSIBLE ARTICLE

Mr Michael Trend telephoned from the office of the House magazine this afternoon. He wished to know whether you would like to offer an article about the Hong Kong Agreement for publication in the magazine at a time of
250.1504. your choosing presumably some time before the Parliamentary
debate next month. Mr Trend made clear that this idea had been suggested to him by Patrick Cormack MP.

I have had a brief word with Mr Galsworthy. He takes the view that you are best placed to judge if an article would be useful in increasing the level of support for the draft Agreement. He wondered however whether there was any real need to say anything at this stage. MPs on all sides had warmly welcomed the Foreign Secretary's statement last week; and there was something to be said for keeping our powder dry until the debate itself took place. If, however, you felt that writing an article would serve a purpose, the Department could produce something of the required length (about 1,000 words) at fairly short notice.
