HONG KONG AGREEMENT : LADY YOUNG
1. I submit as requested a draft reply from Lady Young to a letter
from Sir S Y Chung covering a copy of the UMELCO statement of 29
November. This same letter has we believe been sent to all MPs and
Lords, including most Ministers. We have recommended that other
Ministers need not acknowledge the letter as the UMELCO delegation
will be seen by Mr Luce, the Secretary of State and the Prime
Minister. Given that Lady Young will be speaking in the House of Lords debate however, a brief acknowledgement would be appropriate. We do not however consider it is necessary for Lady Young to receive
the delegation.
If you can let us have the signed letter by 3.00pm we will endeavour to deliver it to Sir S Y Chung before tonight's reception.
