Believe there is a basis on which objectives can be
achieved. Chinese Government made clear publicly they
recognise special circumstances of Hong Kong and they want
it to remain unchanged. Therefore good grounds that
agreement will be reached.
9. Consultation with people of Hong Kong a continuous
process. Important to remain in touch. Do this through
various channels. Very close consultation with Governor
and EXCO (came to London before I went to Peking). Also
LEGCO (delegation arrives this week) and through Ministerial
visits (mine in April; Mr Luce in February). Hope my
statement of 20 April will enable views of people of Hong Kong
to be formulated on a more informed basis.
10. Still considering best method for assessing Hong Kong's
reaction after publication of draft agreement.
11. Very conscious of concerns of BDTC's about their future.
Working for agreement which provides for continuity of
existing way of life and will encourage all people of
Hong Kong to continue living and working in the territory.
