Manifesto by Unofficial Members of Executive and Legislative Councils (UMELCO)

A delegation of Unofficial members of the Executive and Legislative Councils (UMELCO) in Hong Kong will be visiting London from 10 May for about a week. Their object is to represent to Parliamentarians and others Hong Kong's concerns in advance of the debate on the future of Hong Kong which is to be held in the Commons shortly. They have sent in advance to about 1,000 Parliamentarians a "manifesto" agreed by UMELCO under cover of a letter from the senior Unofficial, Sir S Y Chung. This touches on a number of major policy questions related to the current negotiations with the Chinese. The Foreign Secretary is considering the document and will be meeting the group during their visit to London. Most Ministers will no doubt be receiving copies of Sir S Y's letter. Sir Geoffrey would prefer that any reply from Ministerial offices to Sir S Y's letter should be limited to

an acknowledgement.
