When Will Draft Agreement be Published?
9. Too soon to say precisely. Aware of Chinese desire for
announcement in September. Working to a timetable which
takes account of Chinese wishes and of all our own requirements. The people of Hong Kong will need to know the terms of the agreement and have time to express their views and Parliament will
wish to take account of these views when they come to debate the
agrteement.
Nature of Agreement
10. Seeking a binding and detailed agreement in which a framework of arrangements providing for the maintenance of Hong Kong's systems, laws and way of life will be formally recorded.
Comment on Jardines Movement to Bermuda?
11. Commercial decision. Note the company emphasised continued confidence in Hong Kong. Good future for Hong Kong as international trading and financial centre.
Ministerial Involvement in the Talks
12. No present plans for British Ministers to join the talks but the possibility cannot be ruled out and if considered desirable at an appropriate time.
