5. Zheng had said when arranging the appointment that he wanted to call for a general discussion. I gained the impression that his purpose in calling was to explore the possibility of wider contact between the Embassy and Research Department. He asked me to enquire whether Mr Hall and

Regional Directors would be able to accept an invitation to a lunch which he would like to give to enable them to meet some of his Embassy colleagues. I said that I would have a chance to sound out my colleagues next week and would contact him after doing so. I gave Zheng a copy of the unclassified note on research in the FCO.

6. I think that FED would wish us to give a favourable response to Zheng's approach, but I should be grateful if you would confirm that this is the department's view. I assume that there would be no objection on security grounds, providing of course that the usual caution is exercised.
