1. Michael Colvin MP, Mr Luce's PPS, has informed Mr Luce that Jack Page MP, Chairman of the IPU, was visited last week by the Counsellor at the Chinese Embassy, Mr Zheng Yaowen. Zheng Yaowen told Mr Page that China was proposing to join the IPU in Geneva in the near future under the leadership of the Chairman of the Foreign Affairs Committee of the PNC Gang Piao. Zheng Yaowen commented that he felt that the PNC decision to join the IPU was due to the influence of the UK.

The Counsellor went on to ask whether it would be possible to get him a book on British Parliamentary procedure for the PNC Library in Peking! He also asked how treaties were dealt with in the House of Commons. On the advice of the Clerk of the House, he was given a factual answer, ie that treaties are made between the Queen and a foreign power, and that they did not have to be 'passed' by Parliament, but must lie on the Table for weeks or sometimes months. while the issues are debated.
3. I should be grateful for your advice on whether we oblige the Counsellor by providing a copy of a book on parliamentary procedure.
