Secretary of State's Office Meeting on 11 April

The Secretary of State held an office meeting on 11 April; the following are the main points for action arising.

Of the possible dates for a debate in the House on Hong Kong, the Secretary of State expressed a preference for the first week after his return. 3 May is the most likely day: subject to confirmation with the Business Manager.

The Secretary of State asked for copies of his "unveiling" statement to be made available to opposition leaders as soon as possible after it is made (i.e. on Good Friday). Your Department will be discussing the modalities with Parliamentary Unit.

The Secretary of State also asked for copies of the statement to be made available to his Cabinet colleagues immediately Parliament resumes, and for the statement, together with the appropriate briefing, to be passed to the Whips and the PPSS of FCO Ministers (12 copies in the case of Mr Renton) at the same time. The Parliamentary Clerk will be placing copies in the Library of the House as soon as it reopens after Easter.

Mr Luce said that he might brief the Whips and the PPSS himself on 25 April. He would also consider to which Conservative back-benchers he should speak.

The Secretary of State said that he would wish to consider briefing MPs on his return. He has since spoken to

Sir Peter Blaker, who suggested that he might address the all-party Hong Kong Parliamentary Group (together with Messrs Atkins, Cope and Robertson) on 1 May. The Secretary of State is inclined to agree, but would be interested in Mr Luce's view: I shall need to confirm arrangements to Sir P Blaker tomorrow before our departure.

1. Mr Luce has seen your minute of 11 April. much agrees with the need not to overlook the interest of members of the House of Lords in this question. He would be grateful for Lady Young's advice on who should be involved in briefing in the week Parliament returns after the Easter recess, and how this might be managed. One possibility might be for a suitable Conservative peer to attend the briefing which Mr Luce intends to give to the PPSS and Whips' Office.

Lady Young has seen a copy of Mr Luce's minute of 10 April to the Secretary of State about the handling of Parliamentary interest in Hong Kong. She has already mentioned to him the importance of keeping those members of the House of Lords who are interested in Hong Kong informed. She hopes that this point will not be lost sight of in future.discussion of this problem.
