In addition to the Parliamentary briefings suggested in Mr Clift's minute of 29 March, I think that it would be very timely for the Secretary of State to brief the editors of the main dailies prior to his visit to Hong Kong. This could best be done by inviting them as a group. The best timing would probably be around 3.00 pm which is the quietest time of their working day.
2, Since they are in general pretty ill-informed about Hong Kong, the briefing would have to be in fairly blunt and simple terms. A heavily nuancé approach would probably be lost on them. It might be helpful to give them the historical background on the negotiations in writing in advance. But the actual briefing would be on deep background terms: to help guide them in handling stories about the negotiations, but not to be used in reporting.
