1. I submit a draft reply to a letter to the Secretary of State from Lord Shawcross, describing his meetings in Peking with Zhou Nan and Huang Hua, the former Chinese Foreign Minister.
2. The only noteworthy point in Lord Shawcross's letter is a reported reference by Zhou Nan to a timetable whereby an agreed statement or heads of agreement would be debated and agreed by Parliament before the end of July and made subject to later legislation. Although this timetable cannot be adapted to our requirements of an assess- ment of acceptability in Hong Kong before debate in Parliament, it could conceivably indicate some general flexibility beyond the Sep- tember limit to which the Chinese hold so firmly.
