It will be particularly important to ensure that the question of a debate is covered in the first possible Business Statement after Parliament resumes - in effect the day after Oral Questions, 26 April. We should aim to clear a form of words this week with the Leader of the House and let the Labour Party know in order to minimise the risk of any subsequent misunderstanding.

7. I believe it would also be valuable to give some preliminary thought, even at this early stage, to the handling of the debate itself. All FCO Ministers and leading back- benchers such as Peter Blaker will need to be properly briefed. You may like to consider whether it would be worth sounding out Peter Blaker as to whether it might be valuable and possible for you to brief the Foreign Affairs Committee on your return.
