The Secretary of State has noted that the Committee will probably wish to hear from him a progress report on the state of negotiations over Hong Kong. He has commented that we will need to consider carefully the Chinese attitude to any such progress report. But he believes that it would be useful to be able to say something to the FAC at that time.
