MINISTERIAL VISITS TO HONG KONG

Mr Luce in Hong Kong 25-28 February. I hope to go there as soon as possible. Such visits are important means in addition to discussions with EXCO of keeping in personal touch with Hong Kong views. Throughout them, a particular point is made of meeting representatives of as wide a spectrum of opinion as possible.

MINISTERIAL PARTICIPATION IN TALKS

No plans for this at present. But cannot be ruled out if considered desirable at an appropriate time.

LEGCO DEBATE 14 MARCH

Hong Kong Government officials have welcomed this initiative by

LEGCO Unofficials. It is both natural and understandable that they should want to discuss the future. Although too early to say precisely how acceptability of any agreement will be established in Hong Kong, it is important that all sections of Hong Kong opinion shall have a full opportunity to consider and discuss any proposals
