MR 1. Mr Luce was grateful for your minute of 14 March.

He agrees, in the light of your advice, that there is no pressing reason to hold an ASEAN Heads of Mission Conference this autumn. He would like to consider your alternative of inviting South-East Asian Heads of Mission in countries he will not be visiting to travel to the nearest appropriate capital for informal discussions nearer the time, when his dates and plans are firmer.
